The smoothing base can be removed with Manucurist Green Nail Polish Remover.

Can the varnish be applied over the Base 5.5 ?

Yes. Moreover it is recommended to always apply a base coat before applying the nail polish. This helps to hang the colour, protects the nails from pigments and it will give your polished nails a more even texture.
